Upon receiving written notice of noncompliance with this article, the owner, or authorized
agent shall immediately cease the illicit discharge and shall, within 14 calendar
days, submit a proposed corrective action plan accompanied by, if necessary, a contract
for services with a qualified individual or firm, in order to bring the affected system
into compliance with applicable laws.
