§ 1-14. Same—Additional filing fees and service charges.
(a)
The party instituting any civil action, suit or proceeding in the county or circuit courts of Okaloosa County, Florida, shall pay, in addition to the statutory service charge, when filing his action or proceeding, the following filing fees and service charges:

(b)
The proceeds of service charges for court facilities and the law library established in paragraph (a) above shall be paid to the clerk of the court in Okaloosa County, and shall be paid by him monthly into the appropriate fund of the county. The proceeds designated for court facilities shall be used for the purpose of providing and maintaining court facilities for the use of the circuit and county courts of Okaloosa County. The proceeds of the service charges for the law library shall be used for the purpose of providing and maintaining a law library for the use of county officials, judges and officers of the courts of Okaloosa County, and of all members of the public desiring access thereto.
