§ 5. Powers.

The governing body of the district shall have the authority to:
(a)

Contract with public or private utility companies, or independent contractors, for the furnishing of street lighting services to the district.

(b)

Set by motion the assessments to be imposed and levied for the funding of the district and the methodology for making any refunds for fees paid in excess of current expenses.

(c)

Designate the location and number of street lights within the district.
