The county is hereby empowered to appropriate monies for acquiring, establishing,
constructing, enlarging, improving, maintaining, equipping or operating industrial
sites or airports and other air navigation facilities under the provisions of this
division, as to industrial sites or airports, partly or wholly within the limits of
the county.
