§ 17-41. Short title and intent.
(a)
Title. This division shall be known as the "Citizen Participation Process Ordinance for Okaloosa County, Florida."
(b)
Intent:
(1)
It is the intent of this division that all citizens affected by comprehensive planning and land development regulation proposals be encouraged to and be afforded the opportunity for input throughout the preparation and enactment process.
(2)
It is further the intent of this division that the existing Okaloosa County Comprehensive Plan, Ordinance No. 71-33 and other applicable ordinances such as Ordinance Nos. 74-4 (as amended) and 74-5 (as amended) shall remain in full force and effect until repealed by a new comprehensive plan and a new land development code. The procedures for public participation and advertising shall be as specified in the above-named ordinances until such time as the new comprehensive plan is ready for advertising and adoption.

It is further the intent of this division that these procedures apply to the formal adoption process of the comprehensive plan, amendments to the comprehensive plan, preparation of the land development code and any amendments including regulation of land subdivision, open space provisions, drainage and stormwater management, floodplain development, environmentally sensitive areas, signage, parking, innovative land development regulations, impact fees, consideration of the evaluation and appraisal report, and any other matters deemed appropriate by the board of county commissioners.

It is further the intent of this division that the terms citizen participation and public participation are synonymous and apply to affected persons, substantially affected persons and aggrieved or adversely affected parties as defined in Section 163.3184(1)(6), Section 163.3213(2)(a) and Section 163.3215(2), Florida Statutes, respectively.
