§ 17-1. Utilities to be installed underground.
(a)
All utilities, including television cable, telephone and electrical systems, shall be installed underground in any proposed new development when feasible.
(b)
The board of county commissioners shall determine whether or not it is economically, technically or operationally feasible to install utilities underground, taking into consideration soil, topographical or other conditions which would make underground installation impractical.
(c)
Appurtenances to these underground systems which require aboveground installation must be effectively screened so as not to detract from the aesthetic quality of the area.
