The adult entertainment code shall be liberally construed to accomplish its purpose
of licensing, regulating and dispersing adult entertainment and related activities.
Unless otherwise indicated, all provisions of this code shall apply equally to all
persons, regardless of sex. Masculine pronouns, such as "he," "his," and "him," as
employed in this code, shall also be construed to apply to feminine pronouns and neutral
pronouns, unless the context suggests otherwise. Words used in the singular number
shall include the plural number, unless the context suggests otherwise.
