§ 11-323. Municipal services not to be refused for nonpayment.

Nothing in this division shall authorize any county bureau or department, or any county staff member or bureau or department personnel to refuse or delay any municipal service to any person, firm, organization or corporation that has not reimbursed the county for an extraordinary municipal service as provided under this division. [This division] shall be construed to demand reimbursement to the county residents and others as a matter of the county's general operating procedures.
