It is the intent of this article to regulate the accumulation, collection, removal,
transfer, transportation and disposal of solid waste and recycling for the benefit
and protection of public health, safety and welfare. The county is authorized to regulate
the management of solid waste and recycling in the county, pursuant to Article VIII,
Section I, Florida Constitution, 1968, and Chapters 125 and 403, Florida Statutes.
