The purpose of this section is to provide that land to be subdivided shall be of such
character that it can be used safely for building purposes without danger to health
or peril from fire, flood, or other hazards. Adverse impacts to functioning natural
systems shall be minimized or prohibited pursuant to regulations in this chapter.
Land shall not be subdivided until available public facilities and improvements exist
or adequate provisions have been made for stormwater, erosion control, water, sewage,
and capital improvements such as transportation facilities, parks, and other public
improvements consistent with other chapters of this ordinance and with the comprehensive
plan, Ordinance No. 91-1, as amended.
