This concurrency management system (CMS) is to verify that facilities and services
needed to support development are available concurrent with the impacts of such development.
Prior to the issuance of a development order, development permit, building permit,
or certificate of occupancy, as may be applicable, the system shall ensure that the
adopted level of service standards in this chapter for roadways, potable water, sanitary
sewer, solid waste, drainage, recreation, and public schools facilities will be maintained.
Annexation by any municipality shall not change the service provider or service area
for water and sewer services. Concurrency approval must be certified by the water
and sewer provider providing services to the geographic location of the proposed residential,
commercial or industrial project.
