§ 9. Expenditure of funds.

The board shall not enter into, nor shall the advisory committee recommend, any contract for the expenditure of funds in excess of those of the benefit unit on deposit with the clerk for the performance of any service or construction of any improvement. Any such contract violating this provision shall be null and void and the board or the benefit unit shall not be liable for the excess and all persons dealing with the board or benefit unit are put on notice hereof. This provisions may be amended by the board in the event adequate financing is found.
