§ 4. Determination of cost of services.

The board shall determine each year, based on the recommendations of the advisory committee, the estimated cost of providing such services, including capital and equipment improvements, rentals and acquisitions, and operation and maintenance costs and expenses including salaries and benefits of necessary personnel, for the ensuing fiscal year within the boundaries of the benefit unit only.
