§ 5. Legislative determination of benefit.

It is hereby declared and determined by the board of county commissioners of Okaloosa County, Florida, that the services to be provided annually as described in Section 3 of this ordinance shall [be] and constitute a benefit to each parcel within the benefit unit equal to, or in excess of, the cost of providing such determined services as provided in this ordinance.
