The five commissioners shall be required to be qualified electors and reside within
the fire district. One commissioner shall be required to reside within each of the
four areas described on the map filed in the office of the Supervisor of Elections
of Okaloosa County, Florida. The fifth member shall be elected at-large. All qualified
electors within the fire district shall be entitled to vote for all commissioners.
The initial elected commissioners shall be elected at a special election to be called
by the board of county commissioners. The three (3) commissioners attaining the highest
number of votes shall be elected for a term to expire on the day following the general
election in the year 1992, and the two (2) commissioners receiving the next highest
number of votes shall be elected for a term to expire on the day following the general
election in the year 1990. In subsequent elections, each commissioner shall be elected
for a term of four (4) years. The board of fire commissioners is designated as the
governing body of the district. The fire commissioners shall qualify for office in
the same manner as is provided for other general county officers. In the event any
commissioner ceases to be qualified to act through resignation, removal for cause,
or other compelling reason, or in the event a vacancy occurs as the result of a failure
to have a duly elected commissioner, the vacancy thereby created shall be filled by
appointment by the duly elected fire commissioners of the fire district, until the
expiration of the term of the vacant commissioner's seat.
