§ 4. Purpose.

It is the purpose of this ordinance to authorize the levy of assessments against benefitted properties to fund the project and to provide for a method and procedure for the establishment and collection of such assessments against those benefitted properties.

B.

There is an assessment hereby imposed against each benefited property identified on the assessment roll as of the date of the adoption of the final assessment resolution.
