§ 5. Powers.

The governing body of the District shall have the authority to:
(a)

Contract with public or private utility companies or independent contractors, for the furnishing of street lighting services to the District;

(b)

Set the assessments to be imposed and levied for the funding of the District;

(c)

Designate the location and number of street lights within the District.
